Corruption has many levels. The obvious being kickbacks or the misappropriation of city funds.
However, another method that should not be overlook is whether or not Victor Carillo allows his close friendships to influence his daily decision making. Especially those individuals who have supported him financially in past elections.
Will Mr. Carillo adhere to the recommendations of his department heads? |

| I took my ruka's car in for service y un camarada de MBNZ in Diego me dijo que 2 vatos de Calecia andavan viendo carros nuevos...he checked the log for me y guess who it was...if only cash for clunkers workered for politicos too... |
