My guess would be he lost the IID election, so he's gonna play it cool for a while and concentrate on his biz and SDSU.

What special meetings?
When and where do they take place? |

ive heard that city coucil hold "special meeting " for what ever reason
that they need to..
for instance if its something that has to be discussed that doesnt involve the public..they hold special meetings they get paid anywhere from 2-400 dollars per meeting.
being part of the city council must have its perks.
salary, city vehicle, phone, credit card , but everything with provisions.. |

Are you talking about closed session meetings, like the ones right after the regular public city council meetings at city hall?
I'm not sure those they get paid extra for, but I could be wrong.

I'm also not sure city council members get a city vehicle. The city manager probably does, but I've seen council members riding around in what seems like personal vehicles. That is unless the city is issuing Hummers to employees now. |

Gumby Chicken was working for Bob Filner for quite some time, but he seems to be doing (political) consulting here in the valley again. |
