I'm not a radio specialist, but has the city really thought this out and looked for an infrastructure which supports both VHF and 800 MHz frequecies? I'm also not a public safety servant, but wouldn't it be of more importance to have radio communications with Mexicali, than with San Diego?
If this "upgrade" is really a necessity, then maybe more research and planning is required by all the cities in the valley. If there is no alternative and it really is necessary to go with the 800 MHz frequency, then I would say that going with Motorolla radios would be the best option, since the infrastructure would be based on Motorolla hardware. I can see it now when the city calls up Motorolla technical support and they give them a big Fy because the problem is with the unsupported radio receivers.
P.S. - For the student looking at funding for his trip to France... get a job.
