Calexico police chief now reporting to city manager

I just read the Calexico police chief will now be reporting directly to the Calexico city manager and no longer to the city council. This actually becomes official in about 30 days.

This will finally make all City of Calexico department heads directly under the supervision of one government official.

Is this a good thing?

I also read something about this, but it was a few weeks back. I remember reading the police chief was the only department head that did not respond to the city manager. It makes sense to have them all under the city manager. Better to work for one boss than many.

By having the police chief report directly to the city Manager, what will the City Council members do when they want or need a favor for their friends or "compas"?
