Well the thing was that, in your quote, it is mention the following:

HEBER — The county’s two largest cities are making their bids to make Heber as their own.


Do not know if you’re talking about the annexation issue or the Carne Asada issue... That’s the reason behind the confusion....

Poor El Christ..Your audience doesn't appreciate your subtle humor.

Easy Explanation: Heber is home to KENNEDY'S world-famous Carne Asada which is shipped all over the country with its own web site. Thus if Heber is annexed into Calexico-we by default are the home of KENNEDYS Carne Asada.

Question: Outside of Kennedy's- What else is good about Heber?-other than the nice people

Kennedy's Market used to have a sign up for years that read:

"HEBER: THE TOWN OF CARNE ASADA"

What do the Heber people think about paying $81.25 a month for water and sewage?

I'm not so sure Heber citizens would ever assimilate with Calexico. It's like two completely different worlds. Small town life and big city life. It could be a culture shock for them.

We all know that there is no chance in hell that Calexico would effectively take over the Heber area. Heck Calexico can’t even take care of its own town, without having the extra mile of land and 800 more citizens with in its city limits. The do not have the money to create a new police & Fire stations, or even school. Especially schools.... Come on, Calexico can't even successfully create a new jr high on the east side, never the less create more elementary and jr high's for Heber.

I think if Calexico was serious about incorporating Heber, they should start getting their act together and make that "Sphere of Influence" a little closer to Heber, as well as to create new treaties with Heber to better helps both cities with and/or without incorporation.

But that is not going to happen because Calexico is too busy getting the "revitalization of downtown" out of their ass to think about any other beneficial projects.
