Did someone recently buy a laptop off eBay? If so, the FBI is looking for you.
Stolen hospital laptops had ex-patients' data
...
The Federal Bureau of Investigation retrieved the computer that had the patient data on it from its buyer in Lakeland, Fla. Law enforcement officials haven't located the second computer in Calexico, Calif., because it was sent to a post office box. The FBI is analyzing the recovered laptop to see whether any of the data had been downloaded.

| Who the hell buys a used laptop without formatting the computer first? If the buyer did that, then the FBI is screwed unless they have time machines. |

Actually, you'd be surprised what you can recover from a disk using basic computer forensics.
Formatting your hard drive does nothing to permanently remove your data. Everything you've ever saved (and deleted) on your computer is likely still there, but hidden, unless you've used some type of proven wiping method. |

In most cases, yes.
There's lots of shareware software out there that can permanently delete files/data. Here's one by an ex-Caleciano:
