Here's a little bit of history on the failure of the Calexico Hospital during the 1990s, which I wasn't fully clear on myself.
It turns out as the hospital filed for bankruptcy in 1995, the Heffernan Memorial Hospital District contracted two businessmen, Randy Smith (a Palms Springs businessman) and Jay Ash (a San Diego collections businessman), to run the joint. Smith and Ash were to receive 65% of the hospital's gross revenue for two years in an effort to come out of bankruptcy and continue to stay in operation.
According to a recent lawsuit that awarded $12M to Smith and Ash, with potentially an extra $5M to cover their legal costs, an Imperial County jury concluded that the state, specifically the California Department of Health Services, denied the two success by unfairly failing the Calexico Hospital after a power outage in 1997 was caused by simply turning on some equipment. Thus the DHS ultimately denying the hospital certification. The state never came back to perform a follow-up survey and shortly after the doors shut.
No more babies were to be made there... EVER.

I'm far from being one of the last to be damned, but I do believe that whomever was the last one born in Calexico is the true savior of this town.
We must seek him/her out in order to find prosperity.
