Actually, the first band that I think started ska/punk was Kortatu, a band from Spain back in the early 80's. Nobody really credits them, but a bunch of the so called "ska" bands that emerged in California during the early to mid 90's listened to them. They are more punk sounding, but their first album consisted of songs that had your typical ska beat with the typical ska guitar, and a sax here and there. They happen to be one of my favorite bands, and have to be one of the greatest ska/punk bands ever to exist.
